His Cosmic Cube Key needs a little bit of a rework, I suggest to change it from Low 2-C to 2-C to take into account other possible items he has at those scales.

Doctor Doom needs to be rescaled from the Cosmic Cubes statistics, yes.

The 2-C ratings need to be reavaluated from Low 2-C to 2-C with the speed ratings from At Least MFTL+ to Omnipresent.

Cosmic Cubes and Galactus (Marvel Comics) are not rated as omnipresent as far as I am aware.
