She started with it in her fight against Humungousaur, she was possessed tho. Though nothing is stopping her from time stopping him. That's and ability he used once she simply got curious about somebody's face.

Don't think her shield is blocking galaxy range shockwaves. Plus he could just punch her

Her shields can cover the whole body in the form of a bubble and their speeds are equalized, so I'd doubt blitzing is a option here.

But Saitama can never win. They're the same speed, which means her shield will always go down before Saitama or his shockwaves can reach her. It's like this match that was deemed a stomp by mods, where Shiggy could oneshot Tatsumaki with deconstruction, but Tatsumaki would simply react in time to put up a shield (due to the starting distance) and finish him off.
