    Shiva as ally is questionable since he does have his own agenda. Since Ajuka did threaten him. And yes, he didnt seem like final boss but ishibumi did hint to him being somewhat involved and related to him. He said that Millicas and Nakiri story will be after DxD end anyway which is Shin.
