Crusader King vs Conan the Barbaria
The ruler, confident in their combat prowess, challenges Conan to a duel over his kingdom. Ruler is in his human form, they have their standard equipment, and speed is equalized.

What determines an outcome isn't even wether a character would win in most scenarios, but what would happen in the most likely scenario. Otherwise Star Wars would be losing a lot more battles if we assume they wouldn't be using mindhax.
And searching for a reason that a character in a battle...
The thing is that CH picks the scenario. He's invading a town with the intent to kill Arthur, who is fixed into being in the town by the OP. Pretty much the entire point of battles with CH is discussing what he can do, since he doesn't have a set personality that dictates his course of action...
Wait, what exactly is stopping CH from building a piece of artillery to blast Arthur or whatever building he's in? it wouldn't need to be from the modern day, it's not a vehicle, and he'd certainly be able to operate it. It's sort of a last resort so I don't know if he'd do it as option A, but...
Base Dragons are High 8-C, Legendary dragons might be High 6-A, not sure though.
If that's the case I wonder where the transition is, Elder or Ancient etc.
It should be pretty high. CoC's High 4-C comes from killing someone who sustained a miniature solar system, and Umaril was stated to be far above that level.
He can shrug off blasts from star busters so no, large size or not, that wouldn't happen. Especially with attack reflection.
But yeah this looks like Inconclusive.
That being said, Nigh-Omniscient or not, He can't have knowledge of the CoC. So unless he's spooked by CoC not turning mad, I dunno if he'd immediately resort to nuking someone who otherwise looks like a normal dude.
You can reach 100% Damage reflection actually.
And I'm not sure what attack Cthulhu is supposed to do. His range is only implied to be via his telepathy.
He doesn't need to be, and it shouldn't be assumed unless Cthulhu explicitly has the same proportions. They do after all look like entirely different creatures.
Regardless, if Cthulhu needs physical contact to do damage he will get inside CoC's reach eventually. CoC also has damage reflection.
He could just use magic, in which case he'd still outclass Cthulhu in hax, and I believe CoC has better AP as well. Unsure on durability.
If soul hax works, my vote is on CoC. Otherwise Incon.
