Greater Law Manipulation to Tet
So we know that Tet has Law Manipulation because he created the law known as the Ten Covenants, the law that governs everything in his world, Disboard. Which applies to all beings in Ixseeds, even applied to the abstract entities (Old Deus) who are the concepts and laws themselves:
The Ten Covenants are absolute and immutable law, which stand above all other laws.
So, the fourth ranked race in Ixseeds, the Dragonias, they have a racial ability known as the Ruler's Edict. It is a Speech from the Dragonia themselves that is able to rule all things and all creation, which is where if the Dragonia rule something to die then it will die, if the Dragonia rule it to be destroyed then it will be destroyed, and so on. The power of their ability is the source of the creation of the world itself:
Then in Vol 11, it was shown that the racial ability of Dragonia became nothing more than other languages. Their ability to subjugate all creation no longer works, because basically their own laws are unable to rival or even violate Tet's law which prohibit damage to All of Creation:

The Dragonian tongue was revered as the universal language or the language of creation. It was the edict of a ruler. Should a Dragonia command people to destroy themselves, then those far and wide shall obey the command, without any way to resist. Jibril knew this more than anyone, as she had firsthand experience with how almighty they were. All matter the dragon saw was turned into a white light. It was absurd and unreasonable, but it was how the world worked for them. Jibril had been sucked into this unreasonable cycle.

Simply perceiving their will was enough to bring a person to their knees and submit.
If not for the Ten Covenants, all of creation would surely obey every word, however—
“Oh-ho? Have the isolationists finally decided to come out now that the Great War has ended? Are the fabled Dragonia tired of playing the troglodyte mediator role, and have they come to offer my masters some assistance? How admirable of you. ”
