We really need to sort out these inconsistencies... lol Black Panther is mostly portrayed to supposed to be able to tank higher tier enemy but inconsistent and can trade blows with lower tier, while Batman is usually portrayed to not supposed to be able to take hits from the higher tier yet...
Yeah, his intelligence is certainly not consistent. But it's mostly due to not having the opportunity to constantly show them as opposed to inconsistent showings. It can be related to Batman's tendency to not overkill like using high tier gear while in Gotham.

It would be considered a fight if firearm is at all effective against Batman (Who isn't being lowballed and getting shot for dramatic sake like Superman getting shot)
