Any way, I'd like to nominate Neo Hargraves for some more spots.
he should be fourth place in the 7-B tier due to the fact that the Madoka Characters don't resist his passive/tought based cm3 and death manipulation (also works as dura neg and mid godly negation).
These abilities are also layred and even have powernul.
Neo also has HGR ressurection and resist all of their haxs

He doesn't seem to have NPI against NEP nor resistance to Passive Type 3 Madness. So he can't really get past #5 in 7-B unless there's something I missed

The NEP and PP2 are solely for his mind and soul and not anything else (that is why there is a "Limited" at the start.
taurox also doesn't have Aethyr manipulation. Simply resistance to it

Seens to be a incon. Neo has layred resistance to everything they have.
The only thing I'm not sure is MM3, I'm not 100% sure that Neo can resist it (He is constantly insane thought)

Edit#1: Neo does resist MM3 because he resist the Madness of the Angels of the Outer Gods (just looking at them destroys your mind and kills you)

Neo can also just punch the air and destroy anything in front him with the shock waves alone (Taurox's body should be able to handle the shockwaves, his neck might not because it is 1000× weaker than the shockwave)

About Neo's skill:

Experience: Even before entering the World of Treacherous Shadows, Neo stated that he had the equivalent of billions of years of mental age due to his ability of absorbing the memories of others and because of Sphix's four trials.
Then Neo entered the World of Treacherous Shadows and trained his abilities for 40 years. He even became a Grimm Reaper in just those 40 years (Becoming a Grimm Reaper requires you to capture 10k souls).

Neo has trained so much and has been in so many life and death situations that he gained the ability of being able to fight while being completely unaware of the battle. Neo got jumped by an army of invincible worms that could low-diff him and he still managed to block and counter-attack their advances even thought he was in deep meditation and was unaware of their attacks

Feats: Neo aquired all of Kane's swordsmanship skills. Kane had so much talent in swordsmanship that the moment he awakened as a Demigod, he was able to defeat opponents who were speed blitzing and near one shotting him throught sheer skill alone.

Funnily enought, Neo did use to calculate every single movement that his opponent was going to do while mid battle. But then he was reprimanded by Kane and learned Flow of Battle

Edit: After further tought, the eyelashes weight feats cam actually be a skill feat if it is better explained.

Yeah, I suspected as much from descriptions. The HDE's and such are the only reason Tensura isn't Spot 1 in Non-Smurfs. Cuz Spot 1 is 9D and Spot 2 is 8D

Edit: Also, speed wouldn't really be an issue if the fight goes on for long, as he'll eventually surpass it. Especially considering he'll probably have the highest MFTL+ feat in the wiki eventually, a ******* 20^2000 multiplier.

Yeah. Markus Wulfhart shot his neck via the aimbot bow and Taurox died basically immediately.
