Also some of Momoshikis abilities are clearly implied To NOT BE NINJUTSU, meaning they Should be Shinjutsu and thus shibai upscale

Even in this panel, sasuke tried to caught raikage off guard with his attack but raikage easily reacted it, and sasuke used chidori in this panel which is amped his speed.
Raikage can easily keep up with kcm1 naruto that naruto said he really fast
While lightning cloak amps persons reaction speed, i think raikage should be as fast as three tomoe sharingan sasuke.
Also otherwise just because of v2 raikage get amped atleast 6x and higher more likely(very higher) which is very odd

Sure, but Naruto doesn't scale to that value. At least, not in his normal state. I kinda scuffed the justification on that but the overall point remains the same

Not really. He goes from getting intercepted by Suigetsu to perception blitzing Sasuke's MS. There's nothing that contradicts the difference being that high

He used chidori alongide sharingan wich is amped his speed and bee himself said just raikage and the sasuke able to react him at that attack,which means they similar in react speed

He get intercepted by suigetsu just because of he got slower when be attacked,like how gaara doesnt take fully scales of raikage when he intercept his attack against sasuke
3,2 x would be better than 6 or more gap

Bee already beat 3 tomoe sharingan sasuke with chidori in his base form ,with the help of lariat statement, i still think we can take 0.86 c v1 raikage

On the other Hand Naruto was my second and Naruto as a verse has more understandable Scaling than my First anime İMO
