Considering that True magic is Divine spirit level if not higher in average, H1A+ is also capable

Also if HSR fully embraces Fate and fate calls HSR a part of the multiverse or the extended true universe (As far as i know the "True Universe" is jsut infinite with various universe with it's own laws and shit) then HSR could have higher scaling with fate ties (Although that only applies if HSR fate collab is cannon)
