I wonder—King Kai says in the Lord Slug movie that Super Namekians are 100x stronger than ordinary Namekians. Could the Toei Scaling Chain be improved by assuming that Piccolo’s evolution into a Super Namekian in the Cell Saga (upon fusing with Kami) is 100x? Obviously it makes numbers bigger, but I’m asking do ya think the logic is legit.

Well, I don't believe it really contradicts anything. It'd, I think, upgrade Piccolo to 3-B in that key but that'd still make him infinitely weaker than Cell or Teen Gohan. You would just need to clearly outline why the Super Namekian that King Kai refers to is the exact same as Piccolo becoming a Super Namekian.
I think it is worth noting that Piccolo, via scaling, should already be a 'Super Namekian' after fusing with Nail, hell maybe even before merging with him. Namekians had a power level of like 3,000, 100x that is just 300,000. And yet Piccolo only became a Super Namekian after fusing with Kami. That, in my mind, would mean King Kai's '100x stronger' statement does refer to a hard multiplier a Namekian gains rather than a power comparison with an average Namekian.
So overall I feel like you could probably get it accepted, sure.

No other Sailor Moon fan is like him, the others are cool. Maybe it’s the internal conflict he has with some DB fans who visit his crt and don’t agree with what he says, so they end up without passing his CRTs. I think this has been happening ever since Dr. Slump stopped having R>F.

This Sailor Moon fan who keeps opening these downgrades had 2-3 of his Sailor Moon Tier 1 CRTs debunked by DB Supporters. That's probably why he's angry.

no, imo,, because the strength of the fusion always depends on the fusees, there can't really be a static multiplier unless there is a stated cap to how strong ordinary namekians can be and a stated lower limit to how strong a super namekian can be.

Also, now, I am pretty sure the "100x stronger than ordinary Namekians" is in comparison to the average Namekian combatant, rather than in comparison to a Namekian's pre-Super self; like, for example, how Warrior-types are described as ten-times as powerful as the Namekian Youths, who are presumably average Dragon Clansmen.
