Because we see that Soldier Boy often trained in hand-to-hand combat in the first flashback of Black Noir? Not to mention the rumors that Soldier Boy killed JFK.Why would he have significant training? Admitting his unusual enlistment makes it likely he skipped the normal process and was thrown on the field pumped with V, he doesn't need conventional skills as an invulnerable superhuman.
Everything indicates that Soldier Boy possesses Weapon Mastery and Martial Arts skills; you're just engaging in mental gymnastics to try and prove otherwise.

Godolkin University has been training their hero since 1965, so H2H combat and physical training in general has always been part of their studies.Godolkin combat training is expressly a new course introduced by Vikor, even there it's shown most supes rely on projectile abilities or other non-physical means of attack, so pummeling them is not a skill feat.
Maeve has no other powers besides her enhanced physical abilities, so she could only use her melee combat powers to fight the other Supes.
She still trains in hand-to-hand combat, as seen in season 1, and between seasons 3 and 4, she trained intensively for four months, so her skills were far from rusty against Homelander in season 3.
Stormfront got wrecked because she couldn't use her lightning, which was her main advantage against Starlight and Kimiko. Maeve is stronger than Starlight, Kimiko, and probably Stormfront, yes, but that doesn't change the fact that the AP gap isn't significant as already explained.who had Starlight + Female on the ropes until she showed up, so hard that Stormfront had to flee.

Again, even as the strongest of the Supes, apart from Homelander, she can still train in H2H against regular men and weaker Supes by holding back her strength, what's so difficult to understand?
