ZZZ I honestly don’t see going past Tier 7 for a long time so it should be good.
It’s dialogue is less flowery so there’s less opportunity for obscene misinterpretation like this

The characters with high level actually have either specialized experiments or training to get them there and actually apply Honkai energy at a high level
Someone like Cocolia should NOT have the same Honkai energy proficiency as Fu Hua (Mantis Super soldier) or Bronya Zaychik (crazy Honkai adaptability that even Welt glazed it)

They should just be low level with baseline Honkai energy
No layers.
Only Nanook (maybe Ravagers but you already established how they can’t scale to Herrscher Honkai resistance) and Xipe really have a right to say they’re above Low level
