Wasn't Wendy A-rank before the gem of desire was inserted and she was put into a wheelchair?
Also she wasn’t very compatible with the gem (hence her legs stopped working).
Not to mention Kiana and Mei still having herrscher cores at this point.

She was A-Rank but she was an S-Rank candidate and it was noted she would’ve become S-Rank pretty soon otherwise if the gem wasn’t implanted
And it’s still a power boost when she’s in that Herrscher of Wind state compared to not having a gem at all.

With Cyrene it's like they wanted to recreate Elysia but also removed all the parts that gave her substance and instead just gave her the parts everyone screams about liking.
And at the same time they didn't want to do something completely new or something completely different so it just resulted in her being too close to Elysia to be memorable while also having less character development and being a worse character.

Cyrene is supposed to embody the Cosmic Soul’s Love (analogized as Aphrodite), which is what directs all beings towards the higher principles like Nous (Intellect/Demiurge).
For Neoplatonists, the material world (which is considered to be a shadow of the Forms/Nous/Intellect/Demiurge) is still meant to be appreciated for its beauty contrarily to what Gnostics believe. This reflects to Cyrene wanting to save the universe even if it means being “shackled” (going with the cave analogy).
But as I said, it was some Neoplatonism larp Shaoji assumed that normal mfs were js supposed to get somehow. But he forgot to make it comprehensible to normal mfs.
