I don't even think it's stupidity because they obviously know how strong Welt actually is - They just likely don't want to overwhelm the playerbase with Welt's powers coming out of nowhere.
But it's going to happen anyway because they're going to make my goat Welt do something and then the cat will be out of the bag. Trust. They're just digging themselves a deeper hole at this point.

Looking into the future, trust, they're just gonna introduce that he's a Herrscher, compare it to a Stellaron or being an Emanator or something, not elaborate, and say that he found a way to refuel his core; then he gets his red eyes back or some nonsense.

There's a reason why Welt is a hero of humanity. He sacrificed his strength in HI3 so his power could fluctuate based on vibes in HSR.
Allowing Kevin to be an Emanator Slayer while Welt himself extreme diffs or loses against them

To be fair HoV was extremely powerful when she first emerged, mainly after taking the Gem of Conquest for the first time - Even a drained, half-dead (from Honkai Sickness) Kiana fighting against possession (Void Drifter and in the animated short) was fighting pretty well against HoT Mei. That fight's HoV should be weaker than the HoV that fought Theresa and outright overpowered Judah. (Shortly after taking the Gem of Conquest).
She was essentially a top tier for the verse and should match with HoR Bronya, HoT Mei and Senti at least. (She had 3 cores, not just 2 like Kiana had against Senti).

The only people that should be stronger than 2016 HoV are the very top tiers, Flamescion, Truth, Reason, Finality, Kevin, PE Durandal, False God Otto and Garuda Fu Hua.

True that though HoV got upscaled all the time really with HoV Kiana fighting Senti (who went on a gauntlet through the cast) and Mei saying CE Base Kevin is inferior to HoV, being said to be above Peak 2E Sirin back in Chapter 9 and all that. I can only imagine how bad the stomp would be if HoV boxed Welt tier characters
 
Honestly, Welt being able to go toe to toe with Zephyro is honestly such a hilarious AP upscale for HI3 considering Welt sits on the lower end of the scaling hierarchy.

Welt can pretty much be argued to be below some of the S Rank level characters (Void Drifter, maybe even Eclipse Mode SK Fu Hua) and every relevant character after Arc City (Dudu, HoT, Senti, Ana) would neg diff welt so yeah
