Can a Universal Energy System/ Power System be Tier 0?

It probably could, just as long as it satisfies the requirements for both. The rule about Tier 0 is that only one entity in a given verse can be Tier 0.

But...but how would that even work? Like, are there any disqualifiers that would prove a power system wasn't tier 0? Because it isn't a sentient entity, it's literally just force of energy people can use.

There can be cases where the power system of a verse is wholly facilitated by a tier 0 or "is" the power system itself and beings derive their powers from the tier 0.
