Universal Energy System: special attacks

In a verse that has been accepted as a UES, say a character unleashes all their energy at once in some mega attack. Does this attack’s damage output still scale to their durability and strength like it normally would under a Universal Energy System? Or is this a special case where it shouldn’t?
 
It doesn't scale to their normal stats but can still scale with "up to X tier with Y technique". It also kind of depends on the technique, if it's a technique that grants a temporary boost to make the character very powerful it can buy used to scale like I said before, of it's just some kind of sacrificial explosion it doesn't.

That's depends, if it's a giant energy beam, not by default. But if it's a super charged melee attack that doesn't neither ends up as a suicide attack; nor do they severely damaged themself, it would technically still be a striking strength and a durability feat (Via Newton's 3rd law). But I may question if they could still fight at the same level of strength any further given the OP spoke for itself. They exhausted every energy they had into one attack.
