I'll never be able to say with certainty since I didn't actually play 100% of the game, and most of my exposure is through other people playing.

Though, the current Tier 1 section seems leagues more reasonable than the one that was initially drafted a while ago, and the justifications seem at least logical (even if potentially not fully accurate), so I'd tentatively approve it, especially if nobody else who knows more than me objects.

It can't really be "lowered" or "interacted" with unless it's an avatar of some kind. I'd save that for a dedicated thread, but other than that, I'm fine with the rest. If there is an avatar, you'd just need an avatar key and a Outerversal key for his true form.

Where I find possibility is in those depictions actually being avatars or 'cameos', since he sometimes exist in multiple places at once, on different sides, and otherwise talks in a very metatextual and almost humorous way (in which him making himself the 'final boss' of a level that's actually beatable makes sense for the 'game' he's apparently aware of and working on in some way.)

Cat God officially joins the army after you fought him in Chapter 2 of Cats of the Cosmos, but in Chapter 3 he became Final Boss Giga God and challenges the player again. So chronologically you can actually call cat god against cat god. The only thing you can't do is call help from the cat god on the sky

Even more than the fact that you can call cat god against himself in chapter 3, the fact that even his Japanese desc said something like "This is the 3rd time you've met me: God!" when The Cat God on the sky have met the players numerous times, and the Cat God who joined the player in Chapter 2 is still there, you've only met him for the 3rd time, which is the number of time you've fought him in CotC.

Even his English desc said "Oho, we meet again!" like the player have never seen him again since they fought him in Chapter 2, and the cat god on the sky can still be used in normal stages in chapter 3 however.

As such, it is safe to conclude that there is an avatar shenanigan going on here.

Nope, only 2 it seems. Unless you got a solid 1-A or a huge verse like DB, you only need 2.
Edit: Here, this is the only rule that said anything about 3 staffs:

In cases where the series verse has a significant following or a large amount of material has been published based on its content, it may be necessary to seek approval from a minimum of three staff members to ensure that all relevant parties are aware of and agree with the proposed revisions (Examples: Naruto, Marvel Comics, DC Comics, Dragon Ball, Devil May Cry, God of War, One Piece, Bleach).

Tier 1 profiles require 3 staff votes positive or negative before being concluded. Right now it's 0-2 for staff member comments who have applicable voting rights.

The grace period is from when the thread itself started. Already has passed.

However, in the case of extremely blatant, self-evident revisions, a grace period of 24 hours is acceptable. Until this grace period has elapsed, since the time of the thread's creation, the revision should not be applied to the profiles.

I am sort of doubting myself more the more I think about it. I'm especially lenient when it comes to approving 'possibly' ratings. We don't have a hard rule for what that rating requires exactly, so it definitely couldn't hurt to get more opinions.

The actual policy is this:

Should be used to list a statistic for a character with some basis, but inconclusive due to the justification being vague or non-definitive. The probability of the justification in question for being reliable should be notable, but mild.
