If a character can program devices in their computers which can make up everything in the universe, does it qualify for info 2? Such that any alteration in the device can create a different Universe?

Yeah, it's basically data manipulation but reality warping & is also a fundamental aspect of the universe, which is IM 2 (look at Undertale for examples)

Those devices are programmed in computers which actually makes the programmers supergenius due to tier 1 tech.
