First off, Akane's attack potency in supernatural form is not multi-solar system level. Just because he has domain over a boundary, doesn't mean he has the power to create or destroy one. Boundaries still exist even when someone no longer has domain over one:
Instead, I'd argue Akane's attack potency and striking strength in supernatural form as street level+ as shown by him punching a wall in with his bare fists:

Also, each school mystery is not unbeatable in their own boundary, just really difficult to beat. The claim that school mysteries are unbeatable in their own boundary is disproven by Tsukasa beating number three in its own boundary:
Also, it should be specified for the statistic reduction and power nullification that this ability is boundary exclusive. Akane and the other clock keepers only show it inside of their boundary. Also, the owls shouldn't be considered summoning as that isn't the case. The owls are just around the area and deliver messages.
Akane's durability isn't even close to multi-solar system level. He gets hurt when accidentally bumping heads with Hanako, something that isn't shown to be even close to a multi-solar system level intensity event:

I disagree that Akane is intangible in his supernatural form and interacts with people who can't even see him without meaning to such as when he bumps into Lemon:
Furthermore, I would like to add the limited size manipulation of the gavel, specifying that it is specific to his boundary, on Mirai's page. As Akane shows the same ability:
