Potentially could be an inconclusive by Niko just outlasting Burns by evasion/avoidance, but if they're forced to fight, Burns might win by using the rifle as a melee weapon.

Mr. Burns probably wouldn't be cautious. He's unabashedly evil & not always aware of his frailty, having been seen happily trying to take candy from babies, & attempting to whack a man with a baseball bat, only to collapse of exhaustion lifting the wooden bat.

His stamina &/or LS might last only a very short time if it comes to melee.

Does Niko have any dodging skills? Acrobatics? Skill?

If Niko just shoved him, he could probably topple Mr. Burns, maybe even severely damage him.
