Rules:​
  • Both have everything they have​
  • Battles takes place on the nuclear powerplant Burns start inside his office, Penguin starts outside​
  • Both have one week of prepare time to serch and create strategies​
  • Speed is equalized​
  • hounds and weapons are all 8-A

Penguin should take this one trough skill advantage and experience, but Burns may be able to buy his win here, trough the powerplant shutdown would be a wincondition to burns, idk if It's in character trough
 
The only Burns Vs Penguin thread I haven't commented on yet lol. Anyway, are both of them 9-A? (I'm asking because if Burns equipment is 8-C then he can oneshot Penguin and if his durability is 10-C then the opposite also happens).

Fire arms can alread one shoot up to 9-A dura oponents thanks to their massive pircing damage

But yes, burns guns are in the 8-C range here, borh can one khoot the other

Fair, but still not on his profile, maybe I should do a CRT later? any way, the hounds would probable be Optional equipament sinse He isn't always with them to use and need a buton or something like that to send the hounds... soooooo Hounds are restricted here, they are all at the vet today beacuse they ate Barney and got extremely drunk

Yes, and was aproved by 2 staff menbers

anyway, the hounds used here are 9-A so penguin can still shoot then if needed sinse his fire arms are also 9-A and you know, PSI means the hounds will be damaged by the shoots, his umbrela also has a bunch of bulshit he can pull out (trough It all lacks scans to know how exactly they work)

The hardest part for the penguin is getting to Mr.Burns sinse they start at completly diferent places in the power plant and Mr.Burns can alaways emergency shutdown the entire powerplant to stop penguin on his tracks(trough penguin can probable just blow up the walls to keep serching)
 
Even though it would be funny that he'll traditionally lose to penguin once again - I'll vote for incon. Both have fair share of wincons

Trough both have wincons I wouldn't say they are comparable, Burns has 2 wincons, Hounds mauling Penguin to death(what penguin has plent of counters to, especially knock out gas that coul let him deal with hordes of hound at the same time) and shooting penguin to death, mewhile penguin has the same "shoot him to death" wincon, ironically I would say burns has better weaponary mastery then penguin sinse at least burns has the justification of having trained in the military, both would have a good idea of how the powerplant layout is thanks to prepare time, penguin main wincon is the variety of stuff his umbrella can do to take the win but honestly, when both get in the standoff burns can just send more hounds to distract penguin to take the shoot, ironically I would vote burns thanks to having more wincons and more ways to set up his wincons(trough I will not vote for now)
