Those 6 special grades spread out across the globe isn't very good. It leaves them all more vulnerable since we know other countries started human trafficking of sorcerers, a special grade probably cost several million dollars, maybe tens if we're talking about Yuta. There's guys like Miguel and Larue out there, I'm not surprised sorcerers aren't sent out as defense or control for countries. Then there's clan affairs that can't be ignored by them, positions for training new sorcerers every year, maintaining cursed spirits, the disaster that is the CG probably took them several years to recover from as well. Imagine a cursed user gets hired and he's on Miguel's level, he's taking out Yuji, Hakari or at least crippling them.

We literally saw Miguel and Larue foreign sorcerers with powerful ct and strong reinforcement, a country could easily hire someone like them and now Hakari or Yuji could be dead or left incapacitated even if they win the fight.
