So for some odd reason this wasn't included on Sunless's profile so uhh yea.

Sunny should get passive limited fate manipulation.

Sunny sighed. His own Attribute, [Fated], attracted both incredible and absolutely terrible luck. - Chapter 1080

His Fated attributed allows him to bring out unlikely events more often, both good and bad ones.

Should also be noted that he does not retain Fated in his Transcendent key since he became fateless.

I feel like in principle this should be fine to apply with only 1 vote, but doesn't Fate Manip fall under abilities that need 2 votes no matter how blatant it is?
