If I'm honest, Toyo and Torishima basically said that they can't continue the manga for now, and that the overall franchise returning (the DBS Anime), it's up to Toei and co, but these ones haven't pronounced a single word yet, so the future of the franchise is unknown and we will be without any animated content a couple of years more. Notably Toyotaro kept on iterating that he loves Dragon Ball, became a mangaka for Dragon Ball and is perfectly fine doing Dragon Ball his entire life. And that he's ready to keep going with Super, even if it's harder without Toriyama helping him. So Toyotaro would resume the manga ASAP. This one shot is basically just him gaining experience and refining his skills during the hiatus.
Point being, pressure has to be placed on Shueisha, Toei and Toriyama's Estate to settle this mess so Super can continue.
