(This is my answer under the assumption it's equal speed, because if it's not, then MCU Cap is winning)

I'm voting for Comics Cap. Yeah, MCU Cap has better AP feats, photographic memory, but that's about it.

I'll elaborate on how Comics Cap is stomping here:

1. Better combat experience BY FAR, plus he has actual martial arts mastery (he knows every known to man), meanwhile MCU Cap lacks this level of skill.
2. His shield range is hundreds of meters vs MCU Caps' tens of meters range.
3. Comics Cap has precognition, so this is a hard counter to anyone in a speed-equal fight.
4. Comics Cap has pressure points, so he can disable MCU Cap's nerve points and render him inoperable to fight.
5. Lastly, Comics Cap's indomitable will goes BR... although I won't sleep on my boy MCU Cap standing strong against Thanos' Army in Endgame.

It's not really a stomp if it's speed equalized. They both will start at a fixed max range according to the SBA iirc which isn't range of each other anyways, and after that point it's just who wins on the oneshot shield throw quickdraw, which Comics Cap would usually win. MCU Cap just has a bit of leeway because I think he gets to throw first since I don't think Comics!Cap uses his shield as a ranged tool nearly as much as MCU Cap does.

So yeah, I think it's more decisive than stomp-ish
