I don't even think thats the main factor. I think there's a good argument to be made Cosmo wasn't even trying to use Halloween on Makima there. Cosmo just speaks by saying Halloween, like I'm pretty sure she only speaks that one word when she isn't in her cosmo realm or whatever. And just because you hear her say "Halloween" doesn't mean you're automatically affected by her ability.

Quanxi called for a truce and her girls basically don't do anything without her permission, they even asked for permission to kill themselves. It makes no sense for Cosmo to have used halloween there. Plus she said halloween once, which means the ability isn't as potent as the infinite knowledge ability used on santa claus, since we see a regular person be able to say regular worlds once hit with the single halloween ability.

Saying all the knowledge in the universe doesn't inherently mean infinite information. Because knowledge is vague and undefined. As is the size of the universe (It being infinite is only a theory). Not to mention the way the ability's function are inherently different. One lore dumps the knowledge of the universe into you. The other one forces all of your senses to process information infinitely. And since they're all busy doing that, you're unable to do anything else. One makes you know, the other makes your body too busy doing other things to do anything else.

Personally can't see Gojo not killing Makima by just spawning Blue on her instantly, which he can do. Reaction speed is how quickly you can react to something (hence the name), not act. Being 10+x faster doesn't mean she can run through tens of options before Gojo can do one thing. It means she can react to his attacks. However, she won't have the time to do that because she literally can't see his attacks, and he can spawn blue directly on her with a thought. She's not reacting to that icl.

For something related to the thread. This is the scan LaserPrecision is talking about here, stating that Hakari's RCT is only faster than Gojo and sukuna's, not of higher potency.
