Dragon doesn't scale to the giant because they've obviously never fought, not to mention she hasn't done any feats that are comparable to it. She also has some antifeats that contradict a
Class M rating. In
Shrek, she was easily restrained by her chains. While she does break out of them later in the film, it happened off-screen, and we're given no explanation as to how she broke out or how long it took her to. In
Shrek: The Third, she was easily incapacitated by a large metal net. Finally in
Shrek: Forever After, she was restrained by the combined strength of Shrek and Fiona (Which is a
Class 50 feat, given they are both
Class 25).
Death also doesn't scale to the Giant for similar reasons. Death's best shown LS feat was
pushing over a large crystal with one hand, which is impressive and all, but it's nothing compared to the Giant, who
casually tore off the roof of a mansion, and
swung around a large church bell as a makeshift whip with enough force to one-shot Puss. As I mentioned before, Death is closer to characters like Shrek in terms of LS, considering
they've both overpowered and restrained Puss with one hand. Death also never overpowered Puss as grossly as
the Giant did. Besides, if Death really had
Class M LS,
Puss would never have been able to push back against one of his strikes. It's impossible for someone with
Class 25 LS to physically match and overpower someone with
Class M LS. It would be like putting a fly against an elephant in a tug-of-war. It's a one-sided contest.

After doing more research, I concede that this image isn't fan art and comes from an official artbook titled
The Art of DreamWorks’ Puss in Boots: The Last Wish. However, after looking through the book, this image appears to be nothing more than early concept art of Death. An almost identical image of the Death we see in the movie appears in the book.

Death has also never stated or implied that he has a true form in the movie. Unless you can find a statement in that book that straight up says that Death has a true form, then this is nothing more than headcanon. I strongly doubt such a statement exists considering it's an
ART book, not a guide/lore book. Funny enough, there was a debate last year similar to this matter that discussed
whether or not Death was an Abstract being.
Death, being an abstract being, was ultimately rejected as he doesn't have any statements nor has he demonstrated any abilities to warrant this site's requirements for
Abstract Existence.
Look, brother, in the movie it is implied that Death is the strongest and the most powerful, that you do not want to accept it because you do not want to is not my problem.
I have stated before, Death should be stronger than the main cast, considering he ranted to himself in Spanish about how he shouldn't have ''played with his food'' after his second fight against Puss. However, we don't know how much Death was holding back in that fight. For all we know, he could've been using anywhere between 5%, 25%, 50%, or even 75% of his power. We don't know, and we probably never will.
Death's power level has ironically been discussed to death multiple times on the forum. I do agree that he could definitely replicate Puss' feat of defeating the Giant, given his agility and combat skill, but unless you have a value, Death just unquantifiably scales above
0.28 Tons of TNT.
Your comments also fall under the line of what is known as a 'No-Limits Fallacy,' which is the claim that if a character hasn't shown weaknesses or a limit to their power, it automatically means they have none. Many other characters fall into this fallacy, such as Homelander, Sans, Giorno Giovanna, Kars, Satoru Gojo, Itachi Uchiha, Yujiro Hanma, Zen'ō, Full-Potential Anakin, and Saitama (Though the latter doesn't fit the bill anymore considering his true power was revealed against Garou in the recent chapters of OPM), just because a character is depicted as not having a limit, overpowered, and/or being very difficult to beat in their respective verses doesn't mean they're automatically invincible.

Some of us may be in a location with limited internet access, and some of us may be facing unfortunate circumstances in our lives, like depression, anxiety, personal issues (like a breakup, divorce, or death of a loved one), or surgery. Some of us visit powerscaling sites like this as a fun hobby and don't view it as a vital part of our everyday lives.
