Big Mom's Pirates are known for their formidable abilities. Montd'Or in question could be a villain of his own arc.
The proposals are:
Power and abilities
• Information Analysis: When Montd'Or traps a target—be it an animal or a person—inside his book, we can see that the page where the target is imprisoned displays text containing names and additional information such as description, storyline, and location of the target.
• Creation, Pocket Reality Manipulation, and Reality Warping: His Devil Fruit allows him to create books containing alternate dimensions, within which Montd'Or can freely manipulate the battlefield according to his imagination. [Check comments]
• Swap Illusion Creation to Perception Manipulation: In this scene, Montd'Or is not creating an illusion, but rather altering Luffy’s actual perception by inserting his senses into the world of books. If it were just an illusion:
1- It would have no effect on Luffy due to his Kenbunshoku Haki and mental resistance.
2- Even if we assumed it was an illusion that bypasses Haki, there would be no reason for Luffy to keep seeing Nami, who was in the real world, unless Luffy's perception of reality itself had been changed.
• Fear Manipulation: Could transform his dimension into a alternate space described as a "nightmare-like world that confuses enemies". According to the Fear Manipulation page, interacting with nightmares may fall under this ability. [Check comments]
• Non Combat-Applicable Time Manipulation: There is no flow of time in the dimensions of the book so everything is eternally ageless.
• Non Combat-Applicable Spatial Manipulation: There are pages in the book that contain entire prisons that are much larger on the inside than on the outside, and can only be accessed by special bookmarks which distort them.
• Fire Manipulation: Can freely create fire in the world of books, or on the pages.
• Death Manipulation: If the book containing sealed people is destroyed with the pages open, it is possible to escape; but if the book is closed, then the people on it will be destroyed along with the book.
• Paralysis Induction: Can keep targets completely immobile while sealed in pages.
Tier
He should be scaled to High 6-C for a few reasons:
1. He possesses a high level of authority within Lilin's crew, being responsible for giving direct orders to Lower-ranking members, such as Opera and Baron Tamago. For comparison, Opera was able to injure base Luffy and Tamago had a direct confrontation with Pedro.
2. He is recognized as a dangerous fighter by the Vinsmoke family, receiving prominence along with Amande and Bobbin. For comparison, Bobbin withstood a kick from base Sanji and Amande cut through a candy wall from Perospero casually.
This would also put him above Opera, since he was not recognized by the Vinsmoke even though he was on the front lines.
3. He was aware of the Vinsmoke family's execution plan, and therefore should have been confident in being able to kill Vinsmoke Ichiji with a shot to the head.
