If there is an attack that can appear in the past and future from the present it sends, can it get a speed rating? How fast? If not, what ability?.

Only travelling through time counts as Immeasurable. This would simply be a range or time manipulation ability, as the attacks are 'appearing' in that period, and not actually moving through time.

Yes, if one Immeasurable Speed character is faster than another, that can be a layer.
