I heard that affecting time and the flow of time grants 3-A level, just like time itself. He can alter the flow of time by sending those affected by his fists to the past. An example is the Plutonian, who when he saw his 'self' didn't know who it was, until he took a punch and was thrown into the past and realized.

I have no idea where you got this from. Destroying a single snapshot of a universal space-time continuum is 3-A.
