Source for either of these claims? His profile seems to heavily contradict that, considering his AP increased considerably more than his speed did.
And I'm really doubtful about that latter claim, he doesn't just need to hit Uryu faster than he can move, he needs to blitz how fast he can think, which is much more difficult, and that's not even accounting for distance which would increase it further.

Saitama grows in all stats. The reason why 58x weren't added to his speed because we're not sure if it grows equally as fast as strength.
But it is accepted that he grows in speed, Also he scales above to Garou in growth who does.

Then I'll make both at multi solar key. Pernida has the regen advantage and Saitama cant physically punch or Saitama's body would get shredded

Eh, Saitama can probably resist it via his own body control. Plus his internals are super durable so shredding him from the inside out won't do anything different than attempting to do so normally.

Not really, he has done it with Kenpachi (and Kenpachi was multi solar while Pernida is only multi continental during their confrontation but still able to tank the hit because of bio hax)
