Why wouldn't moving in a timeless dimension grant immeasurable?

Simple to say, immeasurable speed move freely in time and timeless void has no time, which also leads to the second reason that everyone mentioned here, because there is no time, speed feats cannot be applied.
 
The formula for speed is not being "broken", it's simple not applicable at all
Isn't time "not being applicable" just another extension of the predicate "unbound from linear flow of time"? And division by 0 also always result in an indeterminate form🤔 but since time Isn't applicable at all it's not 0 but undefined and that should also make speed undefined(in other words not measurable)🤔

With immeasurable speed the formula isn't applicable not because the result is indeterminate but because there is no meaning in the time value.
You have Space/Time but time doesn't hava an actual value because sayd value isn't important anymore. 0 is a number, you simply cannot calculate the speed with it. It's not about how fast the character is but an envioremental charatteristic.
Also most of the times characters that moves in timeless spaces already have a finite speed and when they leave that space they keep moving at their precedent finite speed. So do they get immeasurable speed for a bit? Nosense (if that were the case they could have travelled back in time to a poit prior entering the timeless space while keeping the immeasurable speed. Or they could have keept it going into the future or in other ways).

I think you might be confusing timeless void with stopped time, unless I am wrong about this but with stopped time, time still exists to give at least infinite speed “Unless Stated that their movement in time stop is based on speed and not power difference”.

Timeless Void doesn't have the concept of time, it's different with a place that's unbound by the flow of linear time since they theoretically still have time but just in a different framework: The Imaginary Time — And, this is what gets you Immeasurable.
Movement unbound from the flow of linear time, which cannot be measured. Given that S = D/T, if T is undefined, the speed formula cannot be applied.

Because speed needs time to be measured.

You might, then, ask the following things:
  1. But Infinite speed is already 0 time.
  2. Immeasurable speed is already beyond linear time.
But here are the answers:

For point 1, Time is 0, yes, 0. Still a measurable quantity as time exists, it just doesnt move for the character. Its not simply absent there, just not moving, thus resulting in no time being consumed and being rated as Infinite.

For point 2, Time is needed to measurable immeasurable speed despite the latter being beyond the former, because Immeasurable speed is defined as movement in time.
No time, no movement in time, no means to define immeasurable speed, and thus no speed rating.
It is like how to measure a weight, you need some sort of instrument first. If the weight is immeasurable, it means its beyond the scope of said tool. Time is like an instrument used for measuring speed.
