So, because of this, I believe a "1-A, possibly High 1-A" is necessary for him.
- He was shown overpowering an amped Mephisto (Fantastic Four #277), the very same Mephisto who was blatantly overpowering Doctor Strange in a contest of ability (This all happened in the issue in parentheses)
- Consistently referred to as the most powerful mutant of all time (Power Pack #36, X-Man #19, X-Men Unlimited #14, Heroes Reborn: The Return #1 for having powers unprecedented in humanity's history and stating humanity reaching it's pinnacle in Franklin, Fantastic Four #600 explicitly stating him as being the most powerful mutant, History of the Marvel Universe Vol 2 #3 confirmed by a Galactus who is aware of all of Marvel's history that he's the most powerful mutant ever born, Fantastic Four Vol 6 #20 stating a severely weakened Franklin is still the most powerful boy in the Multiverse. X-Men/Fantastic Four Vol 2 issue 4 being stated to be Krakoa's greatest mutant by Doom
- The Cormorant stating that it didn't believe anything on this plane of existence had the ability to even remotely challenge it until Franklin tried it with the very last embers of his power. (Fantastic Four Vol 6 #25)
- Roma described him as capable of reshaping the entire Cosmos and capable of destroying Everything (Fantastic Four Vol 3 issue 7) . Roma is aware of an High 1-A Cosmology considering the Otherworld she observes and the fact the exact same issues this statement comes from has it stated that Roma watches every level of the Ominverse (Either Fantastic Four Vol 3 #7 or #8, in the same event as the prior mentioned #7) . As a result, the context of Cosmos would refer to the entirety of it as well, as it'd make no sense for Franklin to be capable of only shaping lesser than that if Roma is hyping him up as capable of destroying everything in her view.
- Stated to be a threat to every plane of existence (Fantastic Four #365).
- Harmed Nightmare as well as Phoenix Force Rachel, as well as defeating Phoenix Force Rachel (Excalibur #29). Phoenix Force Rachel has shown a multitude of absurd feats during the Excalibur run, varying from 1-A to High 1-A due to scaling to the Otherworld, a High 1-A Structure.
- Even way before the Heroes Reborn his powers were consistently referred to as a threat to the timeline. (Fantastic Four #375, #376) . During Fantastic Four #375, Franklin and Agatha were doing battle across the full gamut of reality, implying Franklin's raw power and range reaches that high despite it being stated in these very issues that his powers grow geometrically every moment.
So, because of this, I believe a "1-A, possibly High 1-A" is necessary for him.
