If I were to goon a Boruto character onto a list where they definitely don't belong lol, it definitely wouldn't be Isshiki lol. Outside of a cool design and some nice abilities, he doesn't really have much going for him. I'd put Jura there personally, he's already a much more fun antagonist in my book. And if Momoshiki's entire existence was as a spirit, I'd put him there too. But alive Momo is lame as ****, so RIP.

It boosts your chakra in general which ninja use for all their superhuman abilities including their movement speed, and the Sharingan is stated to significantly enhance all aspects of your combat ability

tbh im not convinced by it
It does say all aspects but describes only benefits that come from precise and greater perceptions
Individual movement does not seem to be boosted (exceptions are things fired directly from the eyes)

That doesn't make 5th Gate Lee>Kakashi at all. Lee is incredibly fast for a genin, which is the shocking part. Kakashi had the Sharingan open to talk about the Gates, not see Lee. He's like a High Chunin level character with Jonin level speed if you're generous (since he should be slower than CE Chidori Sasuke who matched PT Gaara, who's A rank mission level), he's definitely not faster than an Elite Jonin.
