Goku post 21st Tenkaichi Budokai, healed up, Senzu, vs Jackie Chun with no prior knowledge. Does this give Goku enough of an advantage?

As a OPM fanboy, Goku still negs in base. This chapter doesn't even buff Saitama at all. At most with wank you could argue some likely to be gained hax resistances in the near future but that's about it.

I saw an OPM manga where God is 11D, i wouldn't be surprised if God was 4D or 5D, i would even think it was good and maybe this fight between communities will end
