It took a combination of waiting for certain staff and users to retire (Akm_Sama, Seras_Ex, Matthew Schroeder, ShadowWarrior1999, Everything12, etc), compiling the right scans (seriously, we were never aware of 90% of the time room scans that have always been there), understanding the requirements (if not for Tilted’s staff thread, we'd never know about the whole space-time separation doesn’t introduce new time dimensions stuff), and good friendship/planning (getting the other stuff accepted first, getting staff to our side, Reiner revising the standards phrasing, etc).

It's up in the air. Grand Priest is called the 'mightiest being' by Whis but he also states Zeno is the 'greatest being in existence' with 'nothing above him'. Also worth noting that the Grand Priest ('the mightiest being') states no wish is beyond Super Shenron's power.

To clarify, according to the manga the four greatest beings in existence are:

• Zeno (greatest being in existence according to Whis)
• The Grand Priest ('the mightiest of all beings' according to Whis)
• Super Shenron (can grant any wish according to The Grand Priest)
• Zuno (Not in power but in the fact that he knows everything in the multiverse and the Granolah Saga hammered in that information is equal to power.)

Like, several verses are getting not only type 1 concept but also type 2 information.

The most recent ones I can think of is DBH, Sonic and Gow getting type 1 concept.

Of course, different verses, different mechanics.

So Super Shenron should be capable of busting timelines, making him Low 1-C via wishes.
