My lukewarm take: Tough girls are (y)

Fight takes place within the Castle Town Party Dojo
Part 2 Susie is being used.
Susie has all her weapons but only a single Hearts Donut to heal with.
Speed Equal.

Yeah, although I'm pretty sure Susie's soul resist doesn't matter here, so she doesn't get any defensive benefits.
? Makoto don't has any soul atack... any way. Susie has only to 2 shoot her to kill here and has the Dura advantage I was reading as "0,74 Tons" lol. disavantage, but Makoto clearly the more skilled, the only thing I have to say is Susie acrobatics and beingh used to fanmaku should make her able to dodge most of Makoto atacks, with would also charge her TP, susie is a range fighter with rude buster and beingh able to melee oponents at a distance(I trough It was removed and considered game mechanics...) to be honest, meele someone at a distance of several meters is a big surprise atack, Makoto would 100 be surprised and ****** by that
 
Oh yeah I should probably explain Makoto's fighting style in relation to range and getting in. Ok, so basically Makoto wants approach and can rush in with dash or Hayate (the dashing punch) when the opponent is unsure to defend or not. Makoto can be rather patient as a result and alongside that, she does have some counterplay to projectiles. Even if you consider SF3's parrying as game mechanics, she has a similar technique in Kumoharai and has some degree of Acrobatics as well. Also, Susie has like one danmaku pattern that I wouldn't consider that overwhelming and Rude Buster is somehwat limited due to TP.
