Okay so, first of all Otto was said to have nearly infinite energy, but he wasn't able to unleash all of it at once.
It was also said that he would literally burn the present as fuel to turn back time.
He had made contact with the Imaginary Tree, and to reach it you need to be fused with extra dimensions. With context of the Imaginary Tree being 11 dimensional, "extra dimensions" here probably refer to the same thing as higher dimensions.
He had the power to reshape the world (turn back time, I think), he just didn't have the freedom to do so.
He had also quite easily shrugged of Flamescion Kiana in chapter 27 act 3.
He needed Imaginary Renormalization to be beat, which was the act of switching the states of infinite and finite.
