The Later Gods in the Low Dimensional Game Series are stated to be able to destroy Planes of Existence.

These Planes are around Solar System to Multi-Solar System Level however they are confirmed to be Space-Times with their own Timelines and they have Rivers of Time that allow you to predict the possibilities of the future. On top of this, the 4th Dimension is Time and like our own it encompasses 3D Universes having an R > F difference in comparison to 3D things.

Would this qualify for them to have a likely Low 2-C rating even if the Space-Times do not qualify for being Universal in size?

Although there are rules about using pocket-sized world destruction to qualify one as low 2-C even if you're to destroy its spacetime due to how most of the time Pocket dimensions aren't notable enough to be elaborated or explained and how its a separate spacetime etc etc.
they will still allow it if sufficient proof is given to show the qualitative superiority of those who exist on a higher plane of existence.
Since there is sufficient proof here to say that the 4th dimension of time Exist and encompasses the 3D space and there are even R>F differences or showing
then it should be possible and those who transcend it in a R>F way would be considered 4D
