Does creating a structure of fate that encompasses infinitely many timeline branches enough for 2-A? Each of these possibilities are true different "converged" timelines/alternate futures as they can even be observed and even some great people manage to create a world that contain one of those possibilities/alternate futures. So, it's not hypothetical "what if in another future" in the ordinary sense.

One of the examples of alternate futures, and they can be observed.
"In another converged possibility, Albedo was the "Primordial Human" who traveled through worlds, recording and creating all. However, once that journey reached its end, no one would have been able to guarantee whether he would choose destruction or salvation. Luckily, you're the one who embarked on the journey this time. Hm? How did the alternate Albedo fare? I can no longer observe that possibility. Besides, copying someone else's answer is of little use. This journey is your own."

not a professional on this, but If the infinite timeline branches are explicitly established as co-existing, physical 4D space-times that can be observed and interacted with, creating the structure that contains them should guarantee a 2-A rating at the bare minimum.

... so its literally just honkai huh. who wouldve thought...

anyway you need to prove someone can significantly affect the 2-A structure. since the genshin universe is significant in size (93B ly) 2-A for the genshin universe is fine IMO someone can correct me tho if im wrong
