What tier is a character attacking using an average black hole with it being confirmed to be a real black hole?

And what kind of feat is resisting being sucked into it from outside?

It's very complicated so I advise you to check out this page which directly addresses stuff like this.

1. Just a black hole creation hax feat, tier 4 i think
2. Resisting a real black hole grant resistance to gravity hax, and possibly space-time hax, depend on contexts. Resist Gravity is basic thing when resist real Black Hole, there could also be absorption mixing in if the context is enough

2 things that I think are certain about resisting black holes are
1. gravity manipulation
2. high degree deconstruction

It wasn't direct resisting the inside of black hole, character 1 tried to suck character 2 into the black hole and character 2 resisted being sucked in it. With the black hole said to born from a star collapsing from within due to it's own gravity.

2. high degree deconstruction
No, just Gravity Manip, since the desconstruction part is just due to the strong gravitatonal force that rip your body apart, it is indirect result, if you resist it gravity you will not get spagetified
