Even then, more feats would be needed. Typically, transcending space and time isn't an exaggeration, however, statements can be outliers too. Because I mean, if they say he can transcend space-time, but all his feats are like 8-C, that's probably not enough to justify such a leap in power.

AFAIK... Transcending space-time but without further context can enter tier 1 qualifications (i.e. L-1C)

There are many ways i guess,
Classic ways are just viewing a 4d cosmological structure as fiction and being infinitely transcendant outside and beyond it.

Even transcending Space and Time with context gets you to Low 2-C or 2-C at best, without context Low 1-C is pretty much impossible.

Transcend has many meanings
Transcending Space-Time can make you show that it is qualitatively superior to Space-Time, and is technically like 5D existence.
And why is L-2C called transcending space-time? what do you mean according to its attack potency?

what I know is that if a character is in the context of only "transcend time and space" it doesn't make the character fall into the tier 1 criteria. There must be more context, such as there must be a gap between him and the lower dimension (4D) it is reality>fiction, or see lower dimension (4D) with infinitely small size, etc. that way the character will get 5D
but will he instantly get to tier 1 just with his 5D existence? Of course not, let's look again at the criteria for getting a tier. he must destroy, create, or affect the 5D to get tier 1

If its literal, it means you're not affected by time, so your speed also wouldn't be affected. You would also be beyond linear time if that statement is literal, which is considered immeasurable here

It won’t grant a tier by itself, transcending space-time could simply mean going beyond the limits of the space-time continuum.
