What tier would this realm scale to?

So I saw this scan that said about some heavenly realm that acts like an afterlife, but to me, this place transcends time and space, and it is more real than a dream.
What tier would this be.
I want a value statement, no jokes please.

Doesn't really scale anywhere. It's just a heavenly dimension/dream that guides people who die into their next lifetime and allows the main character to do what he/she wants before incarnating again. There is no indication of spatial size, only time (which is considered to be infinite on this wiki) and nothing determining it to be qualitatively superior to space-time overall
