Can law manipulation affect someone with abstract existence?

Without feats, no. It ultimately comes down to extent of their law manipulation and the nature of the other's abstraction.

What if a person embodied the concept of time and space while the other person can manipulate the laws of time and space. Would he be able to kill him off?

If they've never showcased the ability to do so then no. Like, what does "manipulate the laws of space and time" even mean? For all we know, he could just alter the way time and space act 10 feet around him.

Hmm...so law manipulation is far less potent than concept manipulation?
 
There is no such a thing as this power superior to that power, it is all come down to feats. Some Concept Manip is entire harmless, while some is extremely broken, the same as Law Manip.
 
And? That's really all that should be said. A power needs feats or statements of doing something for you to claim it can do something. That's it.

An example of feats would be being able to control laws to the level that they can completely rewrite/undo even fundamental universal concepts entities. which would be a reality-warping classification of Law manipulation.

Law manipulation is broad it can be weak manipulation of rules within an area or universally manipulation rules by reality warping by negating laws and creating their own
it all comes down to feat on what they can do with it
