fiction can just do whatever it wants with whatever power or skill, there's no definitive way to answer this question really
in real life, if you're good enough at it, social influencing is just mind control with extra steps, and could allow you to change the world - that at least sets a baseline for how powerful it can be in fiction

If I remember correctly, there was a good individual that could inherit this power in a manga called "Maga-Tsuki" which contains a character named "Miyano Arahabaki"; a shrine maiden and the MC's older sibling who has shown several connections with various yet totally unrelated places such as from principal of the school to gods of the other realm, even having a contact with "The Author" themselves. That's "Social Influencing" for you.
