You don't put a qualifier on "mental damage" if it was a unique property of one weapon or type of weapon. Just saying "mental damage" by itself would be enough.

As for "other abilities of hers are capable of replicating this mental damage", since the ofudas really just have NPI, and their "mental damage" is just some weird "shock and awe" thing that enhances the pain of an attack unless you're "oblivious", all I can say is:
That. Doesn't disprove anything. You can still put unique qualifiers on unique abilities as a means of emphasis.

Where the **** are those secondary interpretations coming from? I have repeatedly debunked them, and you have repeatedly refused to show evidence of your claims. We are going in circles and will continue to do so until you provide evidence for your points. Please do so, and I'd be more than happy to continue this discussion, but until then, there are better things I could be wasting my time on as opposed to slamming my head against a brick wall.

A qualifier in itself, especially one of such banality as "a lot of", is evidence against uniqueness.

Where did you get the notion you "debunked" anything from? All I've seen from you is assumptions and working backwards to justify those assumptions. You've not "debunked" anything with any sort of finality, and everything you've said can, and has, been countered.

Anyway. To voice my opinion on the mental stuff, I agree. I haven't read it in a while so using the only scan shown. The Ofuda are only described to do mental damage with no other context that would lead to any other interpretation. The weakness with the rain and wind makes sense, for obvious reasons. As well as the oblivious weakness since she said it herself.

The needles are preferred due to them being easier to throw. And Reimu mentioned their "Divine Connection". If anything, these are more closer to a holy based attacks than the Ofudas. Considering the Ofudas are specifically stated to do a lot of mental damage while the needles themselves don't get anything mentioned besides the Divinity thing. (Again, using the only scan shown here that I saw Anyway, maybe there was another one). So using the only given context, I'd say yes to mind manipulation. (Unless there's a better category that fits mental based attacks).
 
Just realized, the 17.5 cast absorbing oil should probably listed as Organic Manipulation since controlling oil is listed as one of its applications.
 
Bump

A very minor note regarding Reimu mind manip; her ofuda shot type in IN is referred to "Mind Amulet" which helps support the notion that their effects do in fact have to do with the mind.
