Baki also doesn’t go all out unless his senses pick up his opponent’s skill and fighting potential is on par to give him a fight.Why wouldn't Baki attack her, all of this is assuming that Baki just lets her talk instead of actually fighting

Wouldn't that be a stomp? I assume Baki is too skilled of a fighter for Junko to have a chance of winning playing his speciality. While there's always a chance, however small and its pretty small, for Baki to remain unaffected by Junko.I assume Baki being bloodlusted would help?
That only happened once and it was after 2 years of destroying the world. The only thing that beat her was Makoto and only (thanks confirmed by the anime) because his luck had a chance to beat her at something.Also, while this probably isn't that important, Junko is willing to screw herself over to feel the 'despair' of failing - meaning, even if Junko is bloodlusted or in character, she'll leave small holes that a skilled fighter like Baki could see and use to triumph against her, I.E not giving her enough time to say a word, plus, her hax ain't instant and requires a bit of time and prep to induce... I think, I only played the games so I don't know for sure if the anime gave her a better hax ability or something

This is true. While she is operating the console, she could summon more Monokuma’s.mean Junko can summon more Monokumas from what I've seen and has higher LS so pinning Baki down might work as a win con in that situation, with him bloodlusted he can probably one shot with DB I guess?
