No no, see, the Heroes non-god-tiers scale to Toki Toki based on the claim that he could destroy all twelve universes. But, it was never described as a 2-C feat -- just collateral.

Toki toki has the same statement, only He wasn't using his full power, it was sometimes like "he has enough chi to destroy all universes in his base form/without unleashing his full power"

No, not "collateral damage" as in it would be casual. "Collateral damage" as in over time destruction.
In both the arcade dialogue and the manga, it is stated that this "bird of calamity" would end up destroying all twelve universes, then it is immediately stated after that several planets have suddenly gone missing from several universes. Put two and two together, and the logical conclusion is: the "bird of calamity" would end ravaging the universes piece by piece until nothing is left. This makes sense, considering it is soon revealed that what actually is happening is Fu, alongside Dogi Dogi, is draining the universes of their energy using the God Tree.
Heroes non-god-tiers being Low 2-C at maximum is also consistent with the entire first half of Big Bang Mission being revolved around Fu gathering up the necessary resources and energy to create a replica of a singular universe.
After BM3, when Fu steals Toki Toki from the Time Patrol, Dogi Dogi is never mentioned again, and there is also no statement of him being capable of destroying all twelve universes before this, so this point is moot. The only "destroy all universes" statement is the one Beerus made, and as seen above...

Iirc it was stated that Toriyama was becoming more and more involved and invested with the series as they make more movies and that he's more involved in Super Hero than he was in Broly supposedly.

Toriyama stated that Broly was a continuation of the anime.
The manga references Broly in the Galactic Patrolman Saga -- including extra chapters -- but the events depicted in these recounts, while similar, are ultimately contradictory of the events of the movie. Also, the final chapter of the Universe Survival Saga includes the promotional drawing that Toyotaro made as part of the story which further strengthens the idea that the events of the movie's Broly Saga and the manga's are not one-to-one.
