Highly debatable. Itachi with 2 MS but no Kamui was around Kage level, Obito with one with Kamui managed to give trouble to Minato of all people at 13.

I'm going to ignore that and based on the assumptions above (that Susano'o and a well placed Kamui are the respective wincons) and that Kakashi is going to end up using his first (because of my reasons above) vote Kakashi, unless someone can prove that the Itachi pointing jutsu is also Tsukuyomi.

Ppl are ignoring that IC Kakashi doesn't often Kamui snipe and Itachi often doesn't Tsukuyomi. It's probably NOT gonna come down to in an IC fight. it'll probably start with taijutsu and ninjutsu exchanges, and in that Itachi will have the clear advantage, as he performed superior to EMS Sasuke who fought alongisde Mastered KCM Naruto pretty evenly (if you bring up him clashing with KCM Naruto, that was only 3T Itachi, and the wiki accepts that higher levels of dojutsu grant physical amps), while Kakashi fought alongside KCM Naruto who he was somewhat outdoing. And Itachi does use Amaterasu IC, so if he uses that Kakashi's Kamui speed would have to be faster than Itachi's perception speed, which is unlikely since Itachi is faster than him. Plus, there's the pretty unbeatable combo of Amaterasu and Tsukuyomi for anyone without the specific counters. If Kakashi looks at Itachi, he'll be put under Tsukuyomi, and if he looks away from his eyes, he'll be sneak attack Amaterasued. It's kind of like SCP 173+SCP 196, which was restricted from experimentation because of just how ridiculously dangerous it is.

If he looks at Itachi, he'll be caught in Tsukuyomi, and if he looks away from his eyes, he won't be able to see Amaterasu coming. Pick which lose you want.
