Does passive abilities still able to move when the user is in a state of unconsciousness such as the effect of Time stop or something like that.

I guess so, but depend of the passive, some passives have weakness such as meeting some conditions to work, maybe being conscious can be one of it, but thats not a default thing

Let's just say it doesn't have certain conditions, for example the passive is powernull or attack reflection, can it affect the time stop or something like that?
 
Is a case by case, some abilities like GER can fuction even if the user is affected by time erasure, and i remember some characters having protections while sleeping or something, like a death aura.

Is not really definied.

Time stop should avoid some passive abilities since they can't fuction without time, depends on them though, i think instantaneous abilities can work there if they have no travel time
 
If you have a aura that instakills anyone that enters it, time stop wouldn't stop it since there is no travel time or attack time needed.

But something like a virus, or passive abilities that still need time toact after they have a target wouldn't have the time to do so
